Static Port for Workstation(s)
FLEXnet Licensing Error -15: Cannot connect to license server system. The server (lmadmin or lmgrd) has not been started yet, or the wrong port@host or license file is being used, or the TCP/IP port or host name in the license file has been changed.

After converting the dynamic port (identified in the server's debug.log) to a secondary static port, that port value and port 3006 should be implemented into the server's inbound and outbound port rules under "Windows Defender Firewall with Advanced Security". This entire process must be completed on the server side.
This will allow proper communication between the server and end-user(s), if port 3006 fails. Implementing the static port and port rules to the firewall, this should resolve FLEXnet licensing error -15.
For confirming that the FLEXlm network service is operating successfully, please have both ends (server and end-user(s)) perform a Status Enquiry within lmtools.exe:
1. Launch lmtools.exe
2. Server Status
3. Perform Status Enquiry
The log should display the license information in regards to the associated add-ons, including the available "seats" for module usage.
However, if the user is still receiving FLEXnet licensing error -15, please ensure that no anti-virus application is affecting the communication, as well as the user's firewall settings.
