HW DL Not Opening PTW, Running as Admin Prompts V2C Error: Required XML Tags Not Found
User had an issue where when opening PTW, nothing would happen. When running it as administrator, it would prompt the following error: 
Contacted Thales support and they found it was caused by the hasp_rt.exe in C:\PTW32\bin folder being old and causing issues due to the difference between it and the license.
