Starting PTW shows a Blank Error Message

When opening PTW, a blank error message is shown below:
Delete the draw12.ss3 file in the directory below:
C:\Users\”UserName”\AppData\Local\Temp folder and delete draw12.ss3
If you can not find this file. Please change settings to show hidden files.
