Failed to retrieve data from the database. Details: [Database Vendor Code: 5003]

This error occurs when the project's PPE table has too many characters for the Crystal Reports. Because Crystal Reports is limited to a certain number of characters, such as this one that is causing the issue:

It outputs the error. 

Fix is to limit the number of characters that output in the PPE. Easiest way is to Reset Default for the PPE table, or reduce the number of characters as having too long of a description is not recommended.
