Promote One-lines to Scenarios so it doesn't impact breaker statuses

Currently if you promote one-lines to scenarios using Project > Promote to scenarios > promote one-lines it resets the breaker in/out of service status to match the base scenario. It would be more useful to be able to promote one-lines and maintain breaker statuses for each scenario.

The only way currently to do this by copying and pasting onelines from the base scenario into the other scenario folders in the open one-line window.
