Promote One-lines to Scenarios so it doesn't impact breaker statuses

Currently if you promote one-lines to scenarios using Project > Promote to scenarios > promote one-lines it resets the breaker in/out of service status to match the base scenario. It would be more useful to be able to promote one-lines and maintain breaker statuses for each scenario.
